Supporting Amendment 4: A Call to Protect Missouri’s Constitution

In an era where direct democracy risks being hijacked by special interests and foreign influences, Missouri's Amendment 4 emerges as a vital shield for our state's foundational principles. Amendment 4 isn't about stifling voter voices—it's about ensuring those voices represent genuine Missouri values, free from fraud, deception, and external manipulation.

As the Show-Me State prepares for the 2026 ballot, Amendment 4 proposes a balanced reform to the initiative petition (IP) process, addressing glaring abuses while preserving citizens' rights. With progressive groups already flooding the system with radical proposals, supporting Amendment 4 isn't just prudent—it's essential to protecting our families, jobs, and way of life.

Amendment 4 introduces key safeguards. It prohibits contributions from "foreign adversaries" and "foreign nationals," mirroring Senate Bill 152 from 2025. This counters out-of-state money skewing elections. It also criminalizes signature fraud, mandates public hearings before IPs reach ballots, and provides full petition text to voters. These elevate participation, deterring deceit.

Importantly, Amendment 4 doesn't silence citizens. Statutory initiatives and referendums remain unchanged, passing by a simple majority (50% plus one), with the legislature able to modify or repeal them post-passage. Voices stay loud; they're just tuned for fairness

Most IMPORTANTLY, Citizen-initiated or convention-proposed amendments require majority approval in each of Missouri's eight congressional districts, plus statewide. Legislative proposals need only 50% plus one. This geographic check ensures broad support, preventing urban dominance over rural areas.

Why We Need IP Reform Now

Progressives are corrupting the citizen initiative process to push for direct democracy, bypassing representative government. We now have abortion on demand and DEI in our Constitution because of our weak IP process. If left unchecked, this could make Missouri unrecognizable and unworthy of saving. Amendment 4 is a critical step to restore balance and protect our state's future.

What’s in Amendment 4?

Amendment 4 introduces common-sense reforms to Missouri's initiative petition process, aiming to prevent fraud, foreign interference, and manipulation while maintaining citizen input.

Key provisions include:

  • Prohibiting Contributions from Foreign Adversaries and Nationals: Bans direct and in-kind contributions from foreign entities to initiative petitions. This language mirrors Senate Bill 152, which was passed in the 2025 legislative session.

  • Punishing Initiative Petition Signature Fraud as a Crime: Establishes clear penalties for fraudulent signatures to ensure the integrity of the process.

  • Requiring Public Hearings for Public Comment: Mandates hearings before initiatives are placed on the ballot, allowing Missourians to provide input.

  • Making Full Text Available to Voters: Ensures that the complete text of any initiative petition is provided with ballots for transparency.

  • Require a majority of voters: Protect rural Missourians by requiring a majority of voters in each congressional district to approve initiative petitions to amend the constitution

 These measures protect the process from abuse without eliminating citizen-led initiatives.

How Voters Will Ratify Constitutional Amendments

 Amendment 4 differentiates ratification requirements based on how amendments are proposed, ensuring a broader consensus for citizen-driven changes:

  • For Amendments Proposed by Citizen Initiative: Requires a majority approval in each congressional district, promoting statewide buy-in.

  • For Amendments Proposed by the Legislature: Requires only a simple majority (50% plus one vote) statewide.

 This structure strikes a balance between accessibility and protection against urban-dominated decisions that could overshadow rural voices.

Citizens Will Still Have A Voice

Amendment 4 does not eliminate the initiative process - it refines it to prevent exploitation.

Important points include:

  • No changes to the citizen initiative petitions for Statutory or Referendum ballot measures

  • These measures will still only require a simple majority (50% plus one) to pass

  • The legislature retains the ability to modify or repeal any statutory ballot measures, preserving flexibility

  • Missouri can continue to propose and vote on laws that align with its values

Why We Need to Pass Amendment 4 The Citizen Initiative Process Has Been Corrupted by the Radical Left

The IP Process is Being Abused

One of the biggest reasons why we need to pass Amendment 4 is that Conservatives are REALLY BAD at using the IP process. We researched the citizen IPs submitted to the Secretary of State from 2002 to the present, so we went back 23 years. These are all the IPs submitted for circulation, not just the ones approved for the ballot.

Researched Citizen IPs Submitted to the Secretary of State for Circulation by the Numbers:

More than 313 Citizen Initiative Petitions were submitted to the Secretary of State for circulation

  • 232 for Constitutional Amendments

  • 78 submissions were for Statutory petitions

  • 3 submissions were for Referendums

74% of the petitions submitted were for constitutional amendments. This is absurd that our constitution has been subjected to so many changes.

Conservatives are Bad at Using the IP Process

Republican Ballot Success, or is it Failures?

  • 54 Constitutional Amendment petitions circulated

    • Only 1 made it to the ballot

    • It passed, but it was on limiting campaign contributions (Was submitted by a Republican, but we are not sure it was a conservative issue.)

  • 3 Statutory petitions submitted

    • Only 1 made it to the ballot (It was requiring St. Louis City to reauthorize the earnings tax every five years.)

  • 2 Referendum petitions submitted

    • ZERO qualified for the ballot

Conservative Issues Submitted for Petitions, But Did Not Collect Enough Signatures to Qualify for Ballot

Many conservative priorities have been proposed via petitions but have failed to advance due to a lack of signatures or resources. These examples include:

  • School Choice (8 times) (Versions of school choice have been passed by the legislature.)

  • Immigration Enforcement (This was passed in 2024 in HB 495.)

  • Personhood (2 times)

  • Ban on Abortion (The legislature passed the HJR3, the Heartbeat Bill, and the Trigger Law.)

  • Right to Work

  • Eminent Domain (13 times)

  • Parental Rights (2 versions)

  • Medical Freedom (2 times)

  • Hand Counting of Ballots (Passed in HB 1878)

  • Photo ID for voting (Passed in HB 1878)

  • Requiring Paper Ballots

  • Repeal of the Missouri Court Plan

Democrat Ballot Success

The Democrats are EXPLOITING Missouri’s weak initiative petition process to legislate from the ballot box because they can’t win an election on their own ideas.

  • 180 Constitutional Amendment petitions circulated; 23 were approved for the ballot, with 14 approved by voters.

    • A 60% success rate

  • 75 Statutory petitions submitted; 11 approved for the ballot, with 8 approved by voters.

    • A 73% success rate

  • 1 Referendum submitted; 1 approved for the ballot and by voters (repeal of Right to Work).

The Progressives don’t need to worry about retaking the House and Senate because they have the out-of-state billionaires to help them bypass the legislature and basically buy votes in St. Louis City and Kansas City to get their agenda passed.

What the Radical Left has Infected Our Constitution With

In the 2024 election, urban voters in Missouri’s densely populated areas like St. Louis City and Jackson County overwhelmingly approved Amendment 3 by margins exceeding 80%, imposing a constitutional right to abortion that rural voters rejected by similar margins in over 100 counties, effectively allowing a minority of the state’s population to override the will of the majority living outside metropolitan centers. This urban-rural divide highlights how high-turnout city voters can dominate statewide ballot measures, diluting the voice of rural Missourians who prioritize traditional values and local governance. Amendment 4, passed alongside Amendment 3, counters this imbalance by requiring future constitutional amendments to win both a statewide majority and majorities in a majority of Missouri’s congressional districts—ensuring that rural areas, which dominate most districts, have an equal say and preventing urban centers from unilaterally reshaping the state constitution

  • Amendment 3 in 2024 instituted abortion on demand and transgender surgeries for minors
